ABSTRACT
DURING THE FIRST 30 YEARS after the establishment of the People’s Repub-lic, the Chinese government adopted a highly centralized planned economy system.1 In the water sector, the government paid for all investments in infrastructure, farmers contributed their labor, and water was free to all users. No attention was paid to either economic benefits or costs, but maintenance was neglected, and benefits began to dwindle.
