ABSTRACT
This chapter explores the pros and cons of scenarios under which a capability like that of the Office of Technology Assessment (OTA) would be established as a unit of one of the existing legislative support agencies, namely, the Congressional Research Service in the Library of Congress (CRS), the General Accounting Office (GAO), or the Congressional Budget Office (CBO).
