ABSTRACT
This book has been concerned mainly with explaining the CAP in its present form. While there is insufficient space to provide a full account of its history, some information on the steps by which the present has been arrived at is necessary to its understanding. Moreover, the forces that have shaped policies are still largely in existence, so anyone interested in explaining how changes are likely to be made in the future will need some knowledge of what has happened in the past, and why.
