ABSTRACT

Strategic environmental assessment (SEA) is now widely recognized and

increasingly applied in the Asian region. However, SEA systems and

implementation in Asian countries lags behind that in advanced regions such

as Europe and North America. Asian SEA practice is still limited to a relatively

few nations and jurisdictions. Hong Kong Special Administrative Region (SAR)

is one of the leading jurisdictions in terms of establishing and implementing an

SEA system as part of its planning processes. Other nations, such as South

Korea and China, have made recent advances in this field.
