Elsewhere PPS1 refers to planning authorities giving preferential treatment to developments that include ‘housing at higher densities on previously developed land’ (brownfield development) and it is interesting to note that the percentage of residential development on previously developed land in England has risen from 54 per cent in 1990 to 78 per cent in 2008 (DEFRA, 2009), although for ‘all new development’ the increase was much smaller: that is from 47 per cent in 1990 to 52 per cent in 2006. Government targets for the percentage of housing development on brownfield land set out in PPS3 (CLG, 2006a) is 60 per cent. Densities for housing increased from 25 dwellings per hectare (dw/ha) in 1990 to 46 dw/ha in 2008.
