The Fathers knew that the treaty power, because it could not be securely confined by any constitutional fence, was a likely source of trouble. The difficulty may be put as a dilemma: either the treaty power will be too weak to meet the requirements of a great and sovereign nation, or it will be strong enough to break through all constitutional limits.
