ABSTRACT
Prison management is a hard enough business at the best of times, even with an established workforce. Understandably, there is some concern that private operators, necessarily cost-conscious and initially dependent upon inexperienced staff, may not handle the most sensitive difficulties confidently or well. This concern is sometimes expressed by open-minded and pragmatic observers of privatization, not merely by those who are ideologically opposed.
