ABSTRACT
Addressing the Eighth International Conference of the International Labor Office, Director Albert Thomas said that “too many Europeans still live with the idea that Europe is the undisputed center of the world and are unaware of the tremendous significance of the rise of economic America.” and raised the question whether America is not working out “a new philosophy of industrial relations.”
