ABSTRACT
We have examined so far how the repeal has gone from the stage of being recognized as an issue to that of the attempted predetermination, in the course of congressional hearings, of the costs and benefits as well as the risks associated with it. We have then looked at the actual decision made by Congress and at the way the selected option was executed. These stages were more concisely described as initiation, estimation, selection and implementation. 1
