ABSTRACT
Urbanization, both of existing and of new urban areas, has received much attention in post-war planning policy. The mainstay of this policy is growth centres, a planning concept similar to Ebenezer Howard’s new towns. The foundation for the policy was laid in the late 1950s, based on considerations of a rapidly increasing population, the undesirability of unchecked expansion of cities, a shortage of housing and locations, etc.
