ABSTRACT
In their notes and reports, several team members commented that China has probably come closest, certainly among developing countries, to achieving the goal of a learning society. As they travelled in widely separated parts of the country they observed not only the effects of the well-reported mass campaigns to mould attitudes and behaviour, but also countless examples of how, at very low cost to the individual, opportunities are made available for personal learning and cultural development.
