ABSTRACT
Expository or explanatory texts such as this are in principle literal only, so when some non-literal expression is felt really necessary, we must put it in quotes' ... ' to show that it is outside of the normal text, like somebody else's words. It was done twice in the preceding paragraph, the second for effect, but the first (stretch) would be hard to say otherwise, and marked there by 'as it were'.
