Introduction Impact assessment is a component of the planning process for resource management. Unfortunately, by focusing upon the production of an impact statement, the dominant approach has tied impact assessment to a productbased view of planning. But planning is much more than just a physical plan. Indeed, in many circumstances, the process of planning is more important than the actual plan that results.
