ABSTRACT
Introduction Institutional arrangements define the conditions under which resources are managed. They affect the implementation of resource policies and they structure the policy-making process (Smith, 1984b: 1). Institutional arrangements are a composite of legal powers, administrative structures and financial provisions, which give rise to a definable system of public decision making. It is these institutional arrangements that define the role played by impact assessment in resource management and environmental planning.
