Afterlamentingthatthe"largeandmany-sidedphilosophy"of whathecalls"thegreattime"haddegeneratedintoacreedof violenceandself-interestby"itspassageintothehandsofignorant andbiasedamateurs,soldiers,historians,politicians,"Bosanquet proceedstoadefenceoftheunitaryconceptionoftheState,against theattackthattheoristswerealreadybeginningtomakeuponit asinlargemeasureresponsibleforthewar.Basedasitis,inGreen's phrase,onWill,notonForce,theStateinourpresentstageof civilizationmaybesaidtobe"thearkinwhichthewholetreasure oftheindividualcitizen'sheadandheartispreservedandguarded withinaworldwhichmaybedisorderlyandhostile."Facedby similarwillsinothers,eachState"ultimatelyandfundamentallyis andmustbedeterminedbyitsownconceptionofitsownwelfare."
