ABSTRACT
How can federalism 1 be defined and how can German federalism be characterised? The considerable wealth of opinions and discussions surrounding these two questions bears witness to the lack of agreed definitions and, at the same time, to the continuing interest in academic and political discourse in trying to capture the essential features of the German system of governance.
