ABSTRACT
In Zambia, a parliamentary candidate was prevented from participating in the general election campaign and preparing his candidacy for his party. After trying to bring his case to his national courts, Peter Chiko Bwallia brought his case to the Human Rights Committee under the Optional Protocol to the ICCPR. The committee held that Article 25 of the covenant had been violated.1
