ABSTRACT

The rise of welfare states in the 20th century has led to the government influencing the life of an individual to an extraordinary degree. Ethics for Governance is remarkable in its sweep and coverage. The fundamental purpose of government is the maintenance of basic security and public order which enables individuals to enjoy freedom. The development of socialist doctrine as a practical policy took an altogether, different turn from what its original ideology had expounded. Political theorists for a long time suffered from the illusion that once an elected government comes to power, it would automatically be benevolent, and look after the general welfare and wellbeing of the citizens. In India, most institutions of democracy find themselves unable to provide good governance and power is exercised by political masters through a vast army of subservient bureaucracy. In the final analysis, institutions of democracy will function only when the people appointed are men of character, integrity and follow high moral standards.
