Puerto Rico has been a dependent territory since its discovery in 1493. Puerto Rico was controlled by the Spanish until 1898, and since then the United States.
Political and economic dependency on the United States has had a significant impact on the development of the welfare system. To a great extent social welfare programmes have increased the state of dependency of large sectors of the population.
