Regulations, and part upon a review of the potential for prob­

lems arising from the provisions of the act. Thus, this

discussion in part is based on speculation.

The provisions of the act create a major jurisdictional

problem because the EPA has the responsibility for enacting

drinking water regulations and the state and local regulatory

agencies have the responsibility for enforcing those regula­

tions. The developing controversy over the organics standards

stems partly from the strict charge which Congress has placed

upon the EPA, allowing the administrator only limited latitude

in setting the regulations. The House committee report on the

act (U.S. Congress, 1974a, p. 10), as indicating legislative

intent, is even more restrictive.
