Thank you for that introduction and for affording me the

opportunity to address this distinguished group tonight. It

is always rewarding to see the private sector anticipate future

problems and involve itself in an issue before it reaches the

crisis stage. I think that this conference indicates your

willingness to do precisely that-address a pressing national

issue now, before we are forced to take action in a crisis

setting.
