At the turn of the century, President Theodore Roosevelt acknowledged the American acquisition of the Philippines from Spain and the construction of the Panama Canal by observing that the history of mankind had started with a Mediterranean era, moved into an Atlantic period, and was at that point entering upon a Pacific epoch. 1 In the case of the United States and Russia, the most fundamental difference was that while America relied primarily on her economic strength, Russia relied mainly on her military might.
