ABSTRACT
Americans are becoming more peaceful due to explicit opposition to war and increased reluctance to accept the visible costs of war. In the movement from mobilized to conditional war, the very social organization of war is also changing. The two processes, consciousness on the one hand and structural relationships on the other, are interrelated. Different kinds of connections between preparation for war and society are being challenged by war opposition and are becoming structurally less important.
