ABSTRACT
Countries and the governments that run them are part of global problems and of global solutions; but their citizens are not off the hook. The Earth’s 7-plus billion inhabitants, especially in the wealthy West as well as elites elsewhere, need to nurture values of solidarity and fairness. This reality is typically ignored in discussions of alternative policies, which tend to paint responsibilities with very broad strokes-the industrialized countries must do this, and the global South must do that; or wealthy governments must do this, and poor governments must do that.
