The stakeholders and sponsors remained unchanged through all the twelve cases, including those longest in duration. A change of management of the work was threatened in the 9/11 pile removal case as the range of interested parties rapidly extended to the state and federal governments, but on advice from their engineering advisers the federal government pushed back from taking over the work and abandoned their wish to send in other national contractors. The city authorities thus continued in the role of sponsor through to clearance of the site.
