ABSTRACT

As seen in Chapter 4, in preparation for membership Malta’s public administration had already undergone a period of adaptation after 1998, part of which was facilitated by EU funding. As noted in the Commission’s final Regular Report issued in November 2003, while some areas remained where sustained action was needed, these final issues were not considered insurmountable and Malta was given the green light to join the Union. With this decision the full potential for Europeanization as a process could be realised.
