So far in this book I have taken Turner’s Disaster Incubation Theory model and re-imagined it as a tool designed to encourage foresight. In this section of the book, I concentrate on the issues which may precipitate unwanted events. In this chapter I am looking to provide a framework that would provide a structure for risk discourse. At this point, it is worthwhile reminding my reader that the basic premise behind my work is that the world we face is complex and even chaotic, it is full of uncertainty and ambiguity. Therefore, if we do not really understand an issue, the best thing to do is to discuss it with those around you in order to develop a clearer and more comprehensive understanding of the issues involved.
