ABSTRACT
Presented as ready-made “kits,” the recommendations and best practices drawn up by the Lyon Group reflect joint agreement within the G8 on the issues and strategies to be prioritized. In this regard and in the context of the development of international regimes, the G8 gives the appearance of being a community of influential actors. This is evident not only from the strategy of complementarity that has been adopted by the Lyon Group actors but mainly from the driving role those actors seek to play on the international stage.
