ABSTRACT
Four phenomena shape drone politics: first, the rapid proliferation of microdrones has surprised almost everyone; second, the general public opposes their wider use; third, a regulatory vacuum persists, despite the FAA’s NPRM and section 333 exemptions; and fourth, microdrones are so numerous, so cheap, and so easy to fly, that even a mature regulatory regime would have difficulty channeling their use.
