ABSTRACT
This chapter traces the events, circumstances and various national positions leading
to the eventual launch of the leaders’ meetings that have become annual summits.
It sketches the main economic developments that drove the need for such summits;
discusses the history of the mostly secret meetings of G5 finance ministers – a
series of get-togethers that were the predecessors of the summits; and draws some
conclusions.
