ABSTRACT
International criminal justice is aimed at a common humanity in the name of
universal values. Beyond general principles, however, it remains to be evaluated
whether this kind of justice actually addresses this part of humanity over which it
has jurisdiction. What are the local effects of the International Criminal Tribunals?
More specifically, do these tribunals meet or inform the sense of justice held by the
local populations? Given the grave internal dysfunctions of the International
