Althoughtheschoolwasdesignedtotransmittherudimentarytools ofliteracyandnumeracy,hardlyanyAmericaneducatorinthe hundredorsoyearssincetherealizationofmasspublicprimary andsecondaryschoolinghasembracedsuchlimitedaspirations. InthefaceofthemethodofinstructioninvogueinAmericaitis particularlyremarkablethatallthesecommitteesconsiderthe acquisitionofmereknowledgenottheaimofeducation,butthe developmentofthementalpowersandcomprehension(Schlee, 1974,p.969).
