ABSTRACT
As we’ve previously discussed, the success or failure of public projects ultimately comes down to the project manager’s success or failure in balancing three major factors-scope, schedule, and cost. We examined project scope, in the form of plans and specifications, in the last chapter, and will focus in this chapter on two final planning steps that must be taken in the planning phase-development of the project schedule and refinement of cost and risk estimates.
