ABSTRACT
At this enlarged Central Work Conference, a Shaanxi comrades who participated in the conference convened large meetings and small meetings, and they all went very well. What was good was that higher levels and lower levels communicated with each other. On the one hand, comrades from district and county Party committees presented their opinions to the provincial committee, and on the other hand, comrades in charge of the provincial Party committee made self-criticisms twice. Criticism and self-criticism are an essential condition for communication between higher and lower levels. We can unite only if we have communication, and we can centralize only if we have democracy.
