Workers are as a matter of fact units of manpower but must not be treated as if they are. This of course is sound policy because workers do not generally like to think of themselves as commodities even though the accountant doing his sums on the computer prices labor in exactly the same way as he prices new materials and depreciation of plant, etc. Translated a bit further: treat your workers as if they are people and then perhaps they will not notice they are commodities.
