Inthischapterweexaminetheinstitutionalsettingunderwhichsurfacewaterpollutioncontrolisconducted.FirstweexaminetheroleoftheEnvironmentalProtectionAgency(EPA).Wethenfocusonthepurposesand methodsoftheNationalPollutantDischargeEliminationSystem(NPDES), whichenforcesthesurface-waterpollutioncontrolprogramfortheEPA.In sodoing,webothdelineatetheprocessunderwhichenforcementoccurs andidentifythemultipleopportunitiesfortheexerciseofbureaucraticdiscretionbyagencyemployees.
