ABSTRACT
In the last chapter we demonstrated that the diverse nature of the regulatory environment is related to NPDES outputs. In this chapter we examine whether this diverse regulatory environment is related to policy outcomes as well. We will address this question in two ways. First, we use regression models to determine whether the variables we identified in the last chapter are related to three measures of water policy outcomes. Then, we will provide information from interviews and surveys conducted with officials from the EPA and state environmental departments to determine their attitudes on policy outcomes.
