ABSTRACT

The objective of this part of the study is to conceptualise an analytical tool for the comparative analysis of equity choices in long-term care policies. The focus is on equity as it is translated into practice, that is the various dimensions and interpretations to be found in the realisation of equity through social policies, on how public policies interfere in long-term care systems by providing, financing, and regulating long-term care. The objective of this study is not to analyse the normative question of how equity should be defined in long-term care or to analyse single specific interpretations of equity in long-term care, but to develop a framework covering the range of interpretations of equity to be found in actual long-term care policies.
