ABSTRACT

Although sexual harassment law is well known, the legal boundaries of what is illegal and legal are relatively ambiguous. Sexual harassment law, like many other laws, is riddled with ambiguities. While everyone knows sexual harassment is illegal, what exactly is sexual harassment? Rather than a concrete act, such as murder, theft or rape, much law only vaguely defines illegal conduct. The laws of both the United States and Austria have shied away from providing 'stiff behavior typologies' (Bei and Novak, 1997:124;Mensch, 1998 1 ), but this also means that standards of illegality are difficult to ascertain.
