ABSTRACT
With a few minor exceptions, motor vehicles have become more rather than less dominant in surface transportation with each passing decade for over a hundred years. This is mainly attributable to increasing real family incomes and rising individuai expectations (Wachs 1981). A secondary influence, but one not easily ignored, are the significant automobile subsidies that remain largely hidden from public view (Vickrey 1994).
