In this final chapter I will answer the main research questions (see 1.1.2). These questions relate to government interventions, their impacts, and the problems involved in their design and implementation. Each of the (sets of) questions is given as a heading and subsequently dealt with. In order to do justice to the comparative element of this study ‘boxes’ addressing important inter-city differences have been added, complementing the argumentation presented in the main text. The final research question of how the research findings relate to the ‘market thinking’ embodied by the World Bank approach towards urban housing is implicitly dealt with in a separate section, presenting policy recommendations (see also: Baken, 1998).
