ABSTRACT
The premise of this book has been that fundamental shifts have occurred in the farm policies of both the US and the EU in the period since 1985, However, the changes have reflected different agricultural conditions and different political structures and constraints. This chapter attempts a comparison of the politics and processes of reform of farm policies to identify any similarities that can help to understand the nature of reform and any differences that can highlight the importance of the political and economic context in assessing such reform.
