ABSTRACT
The APEC process has adopted trade and investment liberalisation, trade and investment facilitation and economic cooperation as its three major objectives. Since its inception, there has been a persistent line of criticism that little progress is being made towards these goals. As we have seen, the business community is the most vocal of those critics. These views are echoed from time to time in the popular press and in specialist economic and business periodicals.
