ABSTRACT

This chapter sets out to find an answer to the second research question raised in chapter 1: Under which conditions will policy implementation by quangos be more efficient and effective than implementation by government bureaucracy? Chapter 3 identified four conditions that make quangos more efficient and effective executive agents than government bureaucracy. Seven hypotheses were formulated about the efficiency and effectiveness of policy implementation by quangos. To test these hypotheses, information on the efficiency and effectiveness of policy implementation by a large number of quangos would be necessary. Such a large amount of information could not be collected, however, which is why I need to use another research strategy.
