ABSTRACT
The contradiction highlighted in the Preface—between the assumption of Russia as a hard-line opponent of the West and the reality of its dependence on the West—continues to haunt Russian foreign policy studies. It is made all the more salient because it involves a defining issue for Russian policymakers, and because only when it is fully sorted out will an understanding of the overall motivating thrust of Russian policy be possible.
