ABSTRACT
the object of this book has been rather to explore the field of industry in towns than to present any considered programme of action. However, it has been impossible to visit so many factories and talk to so many people without coming to certain personal conclusions. Some of these have been assembled below under a few broad headings. In some cases they represent more or less definite recommendations on policy and where this is so they have been printed in bold type.
