ABSTRACT
Concern that the United States is running out of timber has once again achieved some currency. Competing recreational de mands on forestland and increasing environmental restrictions on timber production reinforce this concern. Together, these demands make modern forest management a controversial public policy issue. Examination of timber production, however, reveals substantial inefficiencies in both the public and private sectors. Our objective is to examine how a shift to more efficient timber management would affect this controversy.
