ABSTRACT
ColonelG.W.Cullum,USArmy(1864) Ithasoftenbeenarguedthatitistheverypreparationforwarwhich ensuresitsinevitability,andthatpeacewillprevailifallattentionisfocused onthecausesofpeace.Yet,thecausesofwararefrequentlyfarmore complexthanthepreparatoryeffortsofnationstoengageinit.Itwould seemthatthehandicaptotheattainmentofperfectpeaceliesratherin theimperfectionofhumannature.Intheknowledgethatcuringour imperfectionsremainswithintherealmsofhighideals,andgiventhe realitiesofexistingwithinaverymuchlessthanperfectinternational politicalsystem,itwouldseemthatwars,andlesserconflicts,willcontinuetobepartofhumanactivityandendeavourforsometimetocome. Inrecognitionofthiscomparativecertainty,itremainstheresponsibility ofthemilitaryprofessiontoensurethatitsaspirantmembersareoptimally preparedtoparticipateintheprofessionalactivityandtask.
