As discussed in section 2.4, the prime motive of tourism promotion at both national and local levels is to earn foreign exchange. Up to now, most discussions on the economic effects of tourism in China have confined to gross foreign exchange receipts and ·their contributions to the 'balance-of-payments' at the national level.! This chapter tries to explore the growth and structure of tourism revenues, and identify those factors which are decisive in determining the local shares of tourism revenues.
