ABSTRACT
Relations between Russia and China were carried out in low key during this period. The high tone of the emperor in the 1792 agreement reflected an unreal situation, for the balance of forces between the two countries had changed and Russia was by now the stronger polity. The pendulum was to continue swinging in Russia's favour until 1860.
